Frayed electrical cords?

Can you get an electric surge from sparks from frayed cords? I was trying to fix my laptop charger as the cord was frayed. I thought the power strip was off but the kids had tuned it on the cord strip. I tried to connect the two frayed ends and it started to spark so I threw it down immediately and then my heart was racing. Do you think I need to go to ER or am I most likely okay? What does it feel like when electricity passes through your body?
