What kind of panel or service is it that has every third breaker slot at 220V?

The breaker panel to my shop is arranged this way. It is handy once I figured out that this was the case. Unfortunately, I figured it out after rearranging some breakers assuming they all the slots were 110V and frying a modem and a surge protector. I have a friend that was wanting to order this service.
