Why did oversight committees investigate Kermit Gosnell?

I don't have an answer to your questions, but to the first guy who answered, that is seriously flawed reasoning and would of course reveal negligence on the part of these committees whose job it was to ensure the safety of the women, not to give the doctor a benefit of the doubt because of an incident halfway across the nation, especially two years ago when a woman under his care died under questionable circumstances.
