How make make Dell Precision 670 not repower after power outage?

For some reason, the power in my building has a tendency to fluctuate. I do not have a proper APC for this, and during one of these fluctuations, my HD was fried. I just want to make sure my comp stays in an un-powered state, instead of powering back on for a second.
